Yup, I do plenty of forensic work on the exterior to notice that. What I mean is that if the engineer isn’t contracted to perform QC on the job, I don’t think there’s much more he can do. It’s up to the architect to get the details right, the contractor to install correctly, and the owner to hire experts to commission the work to make sure it’s done correctly.
Maybe one day exterior building envelope commissioning will be required like some mechanical commissioning is.
