What is the definition of ASME capacity for a given PSV?

The “ASME capacity” is the rated capacity of the PSV. That is calculated by using the ASME orifice size and ASME coefficient, with an inlet pressure equal to 110% of set pressure. Refer to the National Board “Red Book” to find the area and coefficient values for ASME certified valves.
