@dik Blodgett section 5.4-3 discusses this. I refer to a procedure I learned from a professor I had in school when I’m working on these type connections of any significance. I’ve attached a scan of it.
I think it follows the example in Salmon & Johnson’s Steel Structures. Also attached that example.
