I am working on a project that requires the use of a temperature control unit the likes of which that Huber, Budzar, Lauda-Brinkmann, etc. provide. Are these manufacturers required to have their designs comply with NFPA 30 if the equipment will be used where that standard is taken as law? I have reviewed a solution where the operating parameters of the heat transfer fluid would require it to operate above its flash point yet the device was a general purpose unit - I would think it would have to be at least Class 1 Div 2.

Agreed, definitely a hazardous location and cannot be a “general purpose” unit.
I recommend you tighten up your spec.
There must be some exemption or T&C at time of purchase that alleviates them from complying and makes the owner fully responsible. I’ve seen so many of these types of units across various companies used in classified areas when the units were GP.
The specification I wrote was explicit, but that is another SNAFU I have to get me client to understand that I can’t engineer and put my name to something that is obviously wrong.
